black bitumen paint?

ive noticed damp on my floor inside my shed obvisouly coming from ground up. i was thinking about using black bitumen paint to protect from the damp. once dry it will be covered in two/three inches of easiechick or similiar. would it be ok to use?

Personally I'd put down a couple of layers of heavy plastic, and cover that with at least 6" of sand.
A thick layer of paint won't ever dry properly, and will give off lots of fumes

I'd also work on the landscaping around the shed to divert water away from it
