Black East Indies laying eggs question?????

We have a trio of Black East Indies ducks. Two hens and one drake. They hens just started laying eggs two months ago. We were very excited, never had duck eggs before. After a few weeks of collecting the eggs, We started not to get any, didn't think anything about it, the weather has been really cold. Then I would find one egg a day, may two. That's when my daughter noticed that about four eggs were buried in the bedding in the corner. We thought maybe they were trying to lay a clutch, so we let them go. There are now about 15 eggs in this clutch and I don't think they are sitting on them. Are Black East Indies a very brooding duck? These eggs have been out there for over two weeks now. Am I just letting good eggs go to waste or what? Is there anything we should be doing nesting box wise?
