black fluffy chicken what breed? pic

this chicken is about 4 or 5 months old with black "fluffY" feathers. yes the feathers are on the feet and he is much more of a runt than the others (which do not look like him from an assorted box of chickens) --any idea what the breed may be ? thanks, new to backyard chickens
