Black Silkie Cockerel or Hen?

This little chicken has been quite the challenge for us. We have a little roo who has been crowing for a few weeks. So we can’t tell if this silkie is a roo or hen. Doesn’t act like a roo, is super sweet, and makes more of a “hen” sound. Hasn’t even tried to crow. But the silkie looks like a roo. We are thinking maybe it’s just bad genes where it has a bigger wattle than a normal silkie hen does. What do you think?

Cockerel. Looks almost exactly like my black cockerel. It kinda depends on how long it takes to fully fluff. Mine fluffed out between 4-6 months.
