Bloody comb! Aggression or mating?

We have 2 Serama chickens that are 8-9 weeks old. I think one may be a rooster. I have heard some funny scratchy throated noises coming from their cage(I can't tell which one is doing it or if it is both). Today I came to find the one that is a bit larger pushing the other one into the corner. He looked like he was trying to mount but the object of his actions looked beaten up and like it was trying to get away. The comb and head was bloody! Do I have a sexually aggressive roo or two roos and one is exerting his authority? How can we tell if one or both are roos? I am a total chicken newbie! We inherited these guys at one week of age from some friends...
