Bloody foot on baby quail

Do you happen to know what is this? The foot has internal bleedings. Apologies for the bad quality, basically the foot is becoming more and more bloody and it is now going to the other foot. It is somehow internal and bursts out on the outside. The baby cannot walk well.

Is it possible the baby has had its feet pecked at by others? What is your set up like? Is it possible its foot got caught in something to cause an injury?
 
Nope... Not likely.. the floor is only shavings and all are peaceful and happy. I thiiink it may be just undeveloped foot where the veins have not resided. The chick only sleeps. I give him water and it drinks but doesn't eat.
