Bobwhite quail eggs not hatching after 25 days?

Hello, today is day 25 of incubating my Snowflake bobwhite eggs. I ordered 6 eggs and 4/6 were fertile but one out of those had died, so I currently have 3 eggs in my incubator. One egg has developed very slowly, it suddenly had movement at about day 18 and then, the chick was still quite small. The other 2 eggs look perfectly fine so I'm wondering if they will just hatch late? This is my first time hatching quail egg so I am a little worried.

Update: I just had a good look at them and I believe one is pipping!
