Brahma hen or roo?

19 week old pair of brahmas I got the other day. Supposed to be a hen and a roo, but the more I look, the less I think this is a rooster. No saddle, sickle or hackle feathers, zero spur development, not crowing, and the only difference between this bird and the hen is comb/wattle development. I know Brahmas are slow to develop, but shouldn't it be pretty obvious by now?

From the difference in waddle and comb growth inbetween the "rooster" and hen i would say its a rooster. Cant be sure though

They’re 19 weeks old, if it was a cockerel it would have pointed saddle and hackle feathers and it’s comb and wattles would be much larger than that by now.
