Breed and Gender Help Please

Hi, these are my two new very timid ladies Ginger and Eddie. I bought them as a Bluebell and a Maran age 20 weeks, they are not yet laying but was told they should be within a week or two. However my hubby is convinced they are both Roo's as they are being picked on by the other ladies and Rocky the Roo. Do you think they are this age and breed? Both look like pullets to me at 20 weeks.

They are both pullets. The others are picking on them because they are new to the flock. It should stop after they become used to them.
