Breed and Gender? Help!

She could be a Welsummer or a Brown Leghorn, there are many chicks that look the same. It will be easier to tell once it's older.

There are probably 20+ breeds of chickens that look like that as chicks. That chick is too young to know what breed or sex it is. Feather sexing won't help unless it's of a line specifically bred to be feather-sexed. Ask again with new pics in about six weeks, when it has all its true feathers.

This. So, so many breeds start out as chipmunks. Too young for gender, also.
 
Its too young to tell for sure. Welsummers, Brown Leghorns, Dutch Bantams, Old English Game, and other breeds look like that as chicks. Post some more photos when she gets older.
