Will I get all white chicks (with spots of color) if I breed a white leghorn roo with various breeds of hens?

Yes, typically dominant white over most colors is white with some bleed through especially red...and Leghorn is dominant white (to my understanding). I did get a few color spots in the batch that came from a barnyard mix with white leghorn rooster.

As you breed forward with that offspring, I should imagine the white will begin to fall off (unless you refresh it with another dominant white bird but rather breed that offspring to a colored bird). White covers a lot of genetics that is hiding underneath.

Here's an in depth thread which discusses recessive white and dominant white.

To update this thread, I've hatched a couple batches of eggs in the incubator from my chickens and have gotten about 50/50. 50% are white with spots of breakthrough black. and 50% are black/gray/barred (still young so hard to tell for sure). No chance of another rooster (I JUST added a young cockerel a few days ago, but these hatches are all from the past 2-3 months).

I don't have much longer before the young cockerel could start fertilizing eggs so I'm doing an experiment of sorts...
I took 3 blue eggs that I'm 99.9% sure all came from the same hen and I know which hen... and I'm going to hatch those and see what I get. It's all very interesting!

What hen did the chicks you mentioned come from?
