Breeding or Dominating?

Hi, ok well I got a rooster who seems to be the Alpha. Well he keeps jumping on my smallest hen and I dont know if hes trying to breed or if hes showing her that hes the Alpha bird. He pins her down and flaps his wings and I dont know if hes making a buncha noise or if she is. And I dont know if hes showing her whos boss or what. My white hen jumped on her too so...I dont know what to do. Thanks for the help.

Hes about...21-22 weeks. My hens about 23 weeks.
