Brooder in Coop, when can I let them run free?

We have been using puppy pee pads. Is that as bad as newspaper? We just purchased a dog crate to move them to and have already purchased pine shavings for it. Won't have time until tomorrow to transfer them.

I don't think puppy pads are slippy, mine had tissue paper under the shavings but kept digging out the paper and eating it
I liked using kitchen roll on top of the shavings best for ease of cleaning( obsessive chicken poo cleaner)
Also read bath none slip mats are great x's 2 so you can wash one and still have one
Not cheap but in the long run cheaper than shavings
