Brooder temp not steady

My brooder is in the coop no hens to help I have two 250 watt red heat lamps 15 inches off the floor but the temp drops to 60 at night My outdoor temp has been droping to 22 at night I have a propain ? heater and trying it I am taking temp readings every two hr Any hints thanks

Just did my 8:30 readings the out side tempis 33 but the brooder is up to 90 now the propane heater is working I will keep up on the temp readings to night to make sure my chicks will be here in SC on tuesday
