Broody behavior?

I have 4 buff ducks and a mallard hen and 4 crested magpie ducks. They stay in the same yard but always stay separated from each other. The pies lay on the ground wherever and sometimes in a nest. My buffs and mallard all lay in the same nest together. 2 days ago I noticed one of my buffs burying the eggs and putting her feathers in the nest. I usually just go gather eggs everyday but decided to leave these. They're still all laying on that nest and shes still adding feathers. Is this a sign shes going broody? Shes about 9 months old.

Feather plucking and nest building is a sign of impending broodiness.

Theres 16 eggs in her nest today and more feathers. She was sitting on it for a little while this evening but other ducks came by and ahead got up. She does chase other ducks and chickens away from nest but doesnt seem committed yet to actually setting. Is this normal.
