We have some just a bit older than that, and I'd say definitely a roo.

Oh no, I was afraid of that! No roosters allowed in our city, looks like he might have to be dinner. He is just so cute and has so much personality!!

I will be sad.

You might offer him on craigslist or on the Buckeye thread. If people know what state you're in, you may be able to find a home for him, if you'd prefer that.
