It does appear to be a cockerel but I would post in the link @N F C gave you to double check.

The best photos for breed/gender ID have the one bird in it, facing front to access comb and a natural standing side profile. It is very difficult with other birds in the picture & also trying to see around wire. Age is also an important clue.
