Buff Orpington - 11 Week Old Hen or Rooster? Please Help!

We have 4 BOs that are 12 weeks old. One has matured much more quickly than the others. The comb and waddle are red. She is large, but docile and friendly. She doesn't seem to have rooster signs except for the red comb/waddle. Our city doesn't allow roosters so we have to figure this out quickly. Please help! Pictures attached. Pictures #2 and #5 have the other chickens for
comparison. They are the exact same age. Thank you for your help!
