My buff silkie is 6 weeks old and i just notcied today that the feathers that are "sprouting" from his tail are black. Is this common for buff silkies? Or could he somehow be a splash?

It's not uncommon for buff birds to have some black leakage in the tail. It's not desirable for show birds, but for the rest of us it's okay.

Yes, buff birds can have some black feathers. It is a defect in showing, but doesn't affect their quality as pets/layers.
