Button quail low hatch rate

Hi I'm recently hatched some button quail i originaly put 29 eggs in the incubator but only 10 hatched. Any ideas as to why I had a low hatch rate? the incubator held a very consistent tempature could the other eggs just not be fertile?

What was your humidity?What was the temperature?Just asking because I had mine the wrong temperature for a still air incubator.How often were the eggs turned?Where did they come from?

It was a automatic egg Turner and the humidity was usually 40 to 50 and the tempature was 98f.

40-50 should the first 13 days then days 13-16 60-70. Temp 99.5 f (37.5 c) got circulated air and I believe 102 f still air.
