Buying Local (Texas) - NPIP Question

I was thinking about getting some chicks from some local sources I found on Craigslist. Most say their birds are tested and they have State and County health certificates. Should I stay away from those who don't? I'm going to get some chicks from Tractor Supply but they don't have all the breeds I'm looking for. I don't want to special order a large batch of chicks. Anyway, just wondering how careful I should be.
