Call duck issue

I have a 7 week old call duck who I found upside down and unable to walk 3 weeks ago. With advice and a vet visit I added brewers yeast and a multivitamin and have kept him in a sling and let him swim at least once a day. He’s been gradually improving so that he still could not walk but could swim in a straight line and stay upright in the water. The right leg was working but seemed not as strong. Last night he had numerous instances where he put his right leg forward and it was like the leg was having a seizure (I have a video but couldn’t see where videos could be posted). A few hours later I found him in distress out of his sling (about a 3 inch fall). Now he can’t swim and he is opening and closing his bill over and over. It looks like it’s time to euthanize him, but I wanted to see if anyone had ideas. It looks like he’s in pain but I’m totally new to ducks. He could have been injured falling out of the sling, but it could be neurological. I’m dribbling water into his mouth with a syringe periodically while I decide what to do.

I run a cat rescue and have a six cat vet appt today (including a euthanasia). Calling and seeing if I can get in at the avian vet is a possibility but if it was a euthanasia situation my vet could do it. If he’s in pain euthanasia today seems kinder, but I didn’t know how to assess the mouth opening - pain or neurological. We had been making steady progress so this is breaking my heart.
