Can a standard size chicken hatch from a small egg?

Hi I purchased Polish eggs on ebay and they were listed as standard Polish but when they arrived today just 6 of the 18 eggs are normal size - the other 12 vary in size from small to 1 very small. Could the layers just be new to laying and that is why the eggs are small? Could they still hatch standard size from small eggs?

I emailed the seller but just wanted to get some opinions from the experts....lol...
