Can anyone explain

These 2 were hatched on the same day. As you can see, his cone and waddle are grown and have been for a while. They are 16 weeks old this Thursday. They both have the same dad and all my females are Rhode Island Reds. And Mr. Roo has not tried to ride her but he does 2 of my other hens but he's also scared of 2 others. Does anyone have any idea and will hers ever be grown or is this it?

The female hasn't sexually matured yet. Males always mature much quicker. Her comb will get bigger when she gets closer to laying. In my experience with RIR it will be around 5-7 months for the pullet.
