Can anyone identify this as a rooster?

I was wondering if there was anyone with a bit of expertise that could identify this bird as either a rooster or a hen. In this photo, it’s about 11 or 12 weeks old. (Early April in Australia). In the last few weeks (it’s around 17 weeks old now) there has been a bit of hesitant crowing going on. I’ve read that some hens do crow and I love this little bird to bits so I don’t want to rehome unless absolutely necessary (our council doesn’t allow roosters in town). I have two other young chickens, of the same age, purchased from the same person - who admitted that they have no idea about chickens. Attached also is a picture of all of them together. I’ll post some more recent pictures soon!
