Can anyone tell me what he is doing?

This is how our road is made- however he doesn’t put anything/sones, sand etc. over the stuff he pours on. Just pours it on, heats it up, done.

Yeah...he’s either not expecting heavy traffic or heavy loads I guess...we used to burn coal patch to fill pot holes sometimes without an aggregate...burning would burn some of the oil out and make it harden a little better...but eventually it either breaks apart from freezing and thawing or just breaks down over time...not very efficient but fairly cheap.
