Can Hens hold their eggs?

I have 4 White Leghorns that are 23 weeks. They all started laying at 19 weeks. One of them, the one who started first, is not laying now. They do free range. I started letting them out in the early afternoon after they have layed. Now I am only getting 3 eggs a day. I am keeping them in now the entire day to see if I can get her to lay in the coop but still nothing. Any advice is greatly appreciated.
 
That is confusing. Some pullets that begin laying will start and stop on and off for the first month. Could they be eating their own eggs? My leghorns do, the bad girls.
