Can I keep my Rooster outside?

Can i keep my rooster outside all day and night? He is about 7 weeks old and has most of his feathers. It doesn't get below 45 at night here, but there would be no heating lamp in his coop. Can i put him outside, or should i wait? If i should wait, how long?

At seven weeks he can handle the temperatures assuming he does not get too wet or is not sufficiently fed. He will if given the option gravitate to warmer locations more than an adult.
