Can i line the brooder floor with paper towels or paper?

I used to line the floor of the brooder with shredded paper or shavings but then wondered why cant i just use paper sheets or paper towels? I find its much easier to clean and when they make a mess of their food, they can easily pick at it.

I figure theyll eventually learn to scratch later on in their lives

Everything else is fine...heat, food, etc. The only difference is their floor is lined with paper instead of shreds or shavings

Plain paper is slippery and can cause tendon damage in young developing chicks. Use either paper towels or an unscented puppy pad to line the brooder.
I only line the brooder this way for 3 days until the chicks are well acquainted with their food trays. They are then switched to pine shavings.
You can also try to fashion a baby bottle to keep the water clean and the bedding much dryer. I made this for less than 10 dollars and that was only because I had to buy a pack of horizontal nipples. I got the water bottle for 50 cents from the Salvation Army.
