I know that lock down is a hands off process. I have a still aired incubator and as result the temperature fluctuate!!! When in the lock down stage, can I atleast move the eggs very gently to insure optimal temperature?

NO, you can't open the lid, you will loose too much humidity!

Turning or moving the eggs won’t hurt them. They really don’t need to be turned after 14 days. Before that it is important but after that it doesn’t matter. The reason we stop when we do is that it is convenient to us, not that it is vital to the eggs. At this stage, turning is not an issue, humidity is.

How much is the temperature fluctuating? You don’t want it to get much too warm, heat can be dangerous, but a few degrees cooler won’t really hurt anything. By that time the chicks are generating some heat of their own anyway.

Do you know why it is fluctuating? Is it a purchased commercial incubator or a homemade one? If it is a homemade one there are some real experts on here that can help you correct that after this incubation is over.

Good luck! Hope to soon hear good news about your hatch.

And what if I spray as soon as I open?
