Can seramas (and other micro-breeds) be house pets

Main housing is going to be a large dog crate with platforms,perches, small water and food dish,dust bath,foraging area for enrinchment.at least 4 hours of out of cage free roaming the house,ocasionally taken outside for natural UV

Not ideally, no.
It's not good for them mentally or physically or you with their dander.
If you're interested in an indoor bird, get some small ones like budgies, finches, canaries etc and make an aviary.

Of course they can, if that is what you want. You can keep practically anything as long as it is legal. Some forum members do keep them as house pets. Some caged and some free ranged. Some with diapers, some without.

I remember many years ago a lady on this forum and I were having a conversation one slow Sunday morning. Her house chicken was sitting on her shoulder as she was typing. She excused herself, she had to go clean her hair because of something the chicken did on her shoulder.

Technically possible? Yes. Ideal for anyone involved? No. From the human's standpoint, chickens are extremely dusty (mine shake off literal dust clouds) and poop a lot. From the chicken's standpoint, they are much happier outside where they can better engage in natural behaviors. A dog crate is really only good as temporary housing and 4 hours outside of it is not going to be nearly enough free time. Chickens can be great pets, they're just generally bad house pets, they need more room and stimulation than many can provide indoors. I would consider other birds if you want a bird as a house pet, it's not that chickens can't be kept as house pets, it's just not what's best for everyone involved
