Can they be the same gender with different wattle growth at 5 weeks?

Hi I wonder if anyone has experience of Gold Partridge Orpingtons. I thought I had 3 girls, but now two of them are growing wattles at 5 weeks and are simulating sex on top of their surrogate mother..... This is a photo taken today, the one in front has minute wattles but the one behind has small wattles. Any ideas on their sex?? They are 37 days old.
 
Its a possibility. If it rapidly develos from this point, I'd say its a cockerel, otherwise it could be a pullet. I had two sisters that had slightly different comb/wattle growth and I was worried, but both turned out to be girls!
