Just as the title says.

Would the male over breed the female?

My daughter wants to keep her favorite quail. Which is a boy. So if I just kept one female for him. Would that be ok. The rest are going to freezer camp..

Well, you can turn off breeding by light denial. If you want pets, then you can strickly manage lighting and keep any number of birds of any sex together, though some birds may be incompatable no matter what you do.
It's a matter of what you really want.
