I built my own incubator from a styrofoam cooler, a hot water thermostat, and a light bulb fixture (with bulb of course). Cost me about $20 after scrounging up most of the parts. Took about a week to calibrate to get it running smoothly. I found most of the details on this website.
I then purchased two lots of eggs from different locations (sellers here, of course!), and had about a 85% hatch rate with both batches. I now have my second set of second generation eggs hatching out as I am typing this (6 out of 26 so far with them due Friday). So four hatching from the home made `bator with great hatch rates, so I have no reason to buy a "real one, as I'm only setting 2-3 dozen eggs at a time.
