Can't get rid of musty/mildew/moldy smell on chicken tractor

We bought a used chicken tractor from somebody. I've wiped it down with bleach twice and power washed it but it still smells. Is it safe for the chickens or is it beyond hope?

Yes.

Fresh air and sunshine is, IMO, the best cure for that mildew odor.

Try opening up everything that can be opened and turning it upside down to let the sun into it.
