chewing feathers off each other

Hi all I have 6 Peking ducks. 1 male, 3 female all about 4 months at this point and 2 babies about 2 months. 3 of my oldest 4 seem to pick at the 4th oldest (being a female). She lets them all pick at her whether in the pool or in the house. when they are done she sometimes picks at it now herself. she has a lot of chewed off large feathers and all the downy. this is on her back between her wings almost at the base of her neck. I am worried and I have tried separating them but it isn't working. She fights to get back to them. Confused and lost please help
 
She needs to be separated from them, even just with some plastic poultry fence so that they are still close to each other but they can be right next to each other.

At their age, hormones could be kicking in, and sometimes there is a duck who gets hopped on by all the other ducks and this can seriously injure or kill a duck, so please help her out, give her some safe space, while a longer term solution is worked out.
