Chick feathering spotty

We have a baby chick that is considerably smaller than the two it hatched with (probably half the size). It also is quite bald, especially on it's back. I didn't think much of it until today when I saw it standing with the other two. I also noticed that it's feathers are not really feathers but quite brittle. My first thought was that it could be a frazzle, but none of the parents she comes from are frizzles. She comes from cochins/silkie mixes- none of which are frizzles. We had one chicken a couple of years ago that I believe was a frazzle (we got her from hatching eggs ordered online so it's difficult to know) but that's it.
Has anyone seen this in their chicks?

I will say that I have been "Mixing Up" my back yard flock for years and every so often I get a surprise.
I hatch a dozen or so if my own eggs every year to fill spots left from loss to predutors or older hens no longer laying eggs.
I get a chick with a top hat, fifth toe, feathered legs or something none of my present birds have. My last top hat was 5 years ago, the dorkings I had with extra toe were 10 years ago and I can't remember when my last featherd footed bird was.
It's kind of fun never knowing what nature is going to give you.

Thank you!! I do love the coloring! It's different to what we normally get. Typically we hatch all black chickens that come from our cochin/silkie pen. This time we had two out of the three hatch with colors we normally don't get!! One is lavender-ish color that you can see in the back of the photo and the other is this one!

It is definitely one of my favorite parts of hatching chicks. It's always so fun to see what you get.
