Chick hatched completely but gut didn't draw in navel

Stopped egg Turner at day 17, eggs piped day 18 finished hatching day 19.
Have hovabator digital control. Trust temprature set 99.5. Humidity sensor malfunction always show 22% regardless how much water in reservoir. One chick died just tonight still has dried gut out hanging out navel about 1/4 inch. Didn't think chick would survive reinsertion by me was hoping would draw gut rest way in. Didn't happen. Another chick had yolk sack hanging out navel but that detached without incident Suggestions

How are you verifying the temps? Are these large fowl or bantam chicks?

Only method I use is the digital read out from the incubator has both humidity and temperature gauge.

Those are generally not accurate. Some even have a disclaimer on the incubator or in the manual. I recommend you check your temps against a medical or food thermometer.
