Chick Hatching Help!

It is day 21 of incubation, and I haven't gotten any sign of chicks hatching. When should I start worrying? (If not already??)
 
So they were set on Wednesday the 10th?
Are they under a hen or in an incubator?
If an incubator, is your thermometer accurate?

yes, they were set on the 10th, and they are under an incubator, a mini 7 egg incubator to be exact.
I believe that the thermometer is accurate, the incubator has one built in. It is set to 38.0 degrees Celsius.
I have candled a lot. and 5 out of 7 seem to definitely be fertile (with veins and all).
I have read that you may hear moving or peeping inside the egg when the chicks are close to hatching, but I haven't heard anything.
This is my first time incubating eggs, so I worry that I may have done something wrong, but I am also trying to tell myself to wait a while longer.
 
What's the humidity? Have you calibrated the heat sensor?
I am not sure what the humidity is, the incubator does not tell me what the humidity is. It is definitely humid, I'm just not sure how humid. It has a built in heat sensor that set to 38.0 degrees Celsius (100.5 F)
My incubator is very simple, I will try to find a picture of it or one like it.

The built in thermometers are never accurate. You need to calibrate an additional thermometer to keep inside the incubator, so that you know the internal temp is correct. If you didn't do that, that's probably your problem.

If it is that your temp is a little low your chicks can still hatch. Keep humidity so water drops are just starting to form on the outside surfaces. Hopefully your humidity was ok during the first part of incubation. Next time find a way to check humidity and double check the temp. When candleling you should see shadows in the air cell if they are close to hatching, but make sure the humidity stays up if chicks pip externally.
