Chick is panting, won't open eyes, and won't eat

One of my EE chicks is panting constantly and is squinting it's eyes. It is moving around between the heat lamp and the cool area of the brooder so I don't think heat is a problem. It has stopped eating and drinking but I have been dipping it's beak into the water dish. I am really concerned about it not eating. It is the only one in the brooder with an empty crop. I don't have a dropper to force feed it but I can get one if needed.

But the question is should I force feed it? Should I cull? What's wrong with her?
