Chick isn't growing

This little black chick is the same size as he was at 1 week. Theyre all around 4-5 weeks old now. He eats and drinks normal. I was given him along with 3 others for free when i went to pick up some hens. Not sure on breed. Ive treatted everyone with corrid just in case. Theyre on medicated chick crumble and i give him extra protien with fresh quail eggs. The other chicks like him and hes not excluded at all or pushed out of the way of access of food and water. Am i looking at potential illness or a genetic issue? Does he have a chance of a happy life? Were happy to look after a special needs chicken but i dont want it to suffer.

Could be failure to thrive. Sometimes they catch up, often they don't. he's not suffering though.
Im aware it probably wont make it, but its lasted a lot longer than i thought it would. If he passes i just hope its peaceful for him.
 
Is it possible he’s a bantam? I’ve never kept them but I’m sure others here will know if that’s the case
Its possible its got bantam in there but ive got other bantams and they were not this small at this age. Im considering the possibility he may be a frazzle since i do not know his lineage but i do know they all have a frizzle parent, and hopefully it was just 1 frizzle parent but i cant know for sure coz i didnt breed and hatch them.
