Chick might need help!!!

I have a clutch of eggs that started hatching yesterday (21 days) but last night at 11pm I noticed a small peck in my one green egg. Today at 6:30am (22 days) so 7.5 hours later the hole is just the size of the the beak (not much progress) this is the chick I've been waiting on sense placement of eggs. Should I help the chick if there is no improvement by 12pm (13 hours) or should I intervene sooner. Please help I don't want him or her to die.
 
Are they in an incubator or under a broody? From initial external pip it can take 24 hours before they start to zip out of the egg. During this time they do a lot of resting and absorbing of yolk & blood vessels. Helping too early can do more harm than good if they have not finished the absorbing process.
