Chick not growing

So I have a 10 day old Ayam Cemani chick and a 10 day old Cream Custard Legbar. The problem is that the Ayam Cemani looks tiny in comparison to the other chick and doesn’t seem to have grown since day 1 at all. Is there something wrong with him or is it normal for Ayam Cemanis to develop slower/later than other chicks.
 
Oh boy, that chick is tiny! Out of 10 buckeye chicks, I have one that isn't growing tail feathers at all, and it still baby fuzz yellow, with wing tips just coming in. Everyone else is more feathers than fuzz. However, this chick is a similar size to it's broodmates, even though it lacks the feather count.
Is your chick healthy? Does it eat, drink and poop? It looks pretty good in the pic, just miniature.
I'm not familiar with this breed at all, but I'm guessing there is someone out there who will know more, good luck, and hope your chick is just pint-sized and healthy!

It does eat and drink but only does it for a fraction of the time that the other chick does it. It seems like he is ‘full up’ very quickly whereas the other chick could eat forever. As for pooing, He does do some poos but they are quite small and barely any and much less frequent in comparison again to the other chick.

Something you may want to try is search on this site for someone who has raised these, just hit search and put in "Ayam Cemani chick"...then you could email someone who's had one before, or perhaps there's another thread. I googled the breed, didn't know how rare they are, a very interesting bird!
That way you could at least figure out if it's the breed, or if your little chick maybe has an issue. Hope that helps!
