Chick that picks on feet, how to make her stop

I got my new batch of chicks on Wednesday, and its been great, up until one of the little chicks started picking at feet. She pecks at the other chicks feet and makes them fall over of picks at their toenails, she has also now moved to picking at her own feet, starting to make her self bleed. I have never had this problem in the past, so I have no idea what to do, please help.

She's bored and will continue to do this unless you give her other stuff to do. Hang a small mirror, find some things they can roll around in the brooder.......

They are scared of mirrors. They shouldn't be board, they have plenty to do. Since the chicken coop and garage burnt down, we have them in the house(the hens were to stressed to raise this batch). I hide food under the pine shavings and they scratch and find food(I do this with all my chicks so they learn to scratch). I even let them out on the carpet for 30 minutes twice a day so they have more room to explore and get some energy out. Do you think if I put a small stuffed animal in with them, they would snuggle with it and climb on it?
