Chicken behaviour.

One of Our hens went broody about 2 months back and after we got her 2 fertilised eggs, which hatched just over 6 weeks ago, she is aggressive toward the other hen. They were together without a problem until she went broody so we separated and they are still separated. We thought we'd try to and see if they could be in the same area recently, re-introducing slowly if you like, but the hen that went broody started feather pecking the other so we stopped that. We let the broody out of the run so she can have time without the chicks and there is a fence in between the hens but as they walk either side but close she fronts up to the one she pecked. The broody is still looking after the chicks and gives food etc. Is this just because of that or something else? They can all see each other and we have anti peck spray ready when we need to put together.
