Chicken being bullied

I introduced a new banty rooster to the flock of four hens. They all get along except the rooster bullies the rhode island hen. She is much bigger than him but he does not let her get out of the coop to eat and drink.

This has been going on for four days and I'm affraid the hen might be deprived of needed food and water.

Help!

I would just put food and water inside for her. (Truly though, i think I'd get rid of that rooster, since she has seniority on him.)

Some birds are just bullies.
I always have at least two feeders and two waterers to make sure everyone can get food and water. Mine free range, and I've taken to putting water out in several locations. I also put out scratch in a long line that is impossible to defend. When I give treats, I put them out in widely spaces locations, again so that they cannot all be defended.
No knowing your setup, I don't know how you are going to make sure everyone can get outside. I recently had to fence in another run that will eventually turn into a nursery or convalescent area. Is there any way you can give your Rhody a safe place? Or sequester your banty?

He is trying to make himself "master" of the flock leader. Personally I'd be tempted to permanently separate him from the flock but in reality just making sure she gets food and water somewhere is more practical.
