Chicken being picked on, bad feather loss

I have some young chickens, two of which are frizzle bantams. The one has the frizzle feathers, the other doesn't. I also have 6 others. The frizzle's feathers on his body did not seem to be growing, he looked like he'd been plucked! I could see no indication of feathers growing on his body (his head, wings, legs, and tail were okay). Now his tail feathers, which were growing, have been plucked out. I don't know if he's doing it, or another chicken. Should I separate him from the rest until he gets his feathers? Or will he work this out himself with the rest of the flock.

I have two white crested black polish who are just goofy birds and jump around on the others and squawk, etc., so I'm wondering if they are the culprits.

Any help would be appreciated. Thanks!
 
I would separate this bird to give it a break. and in case the bullies go to plucking holes in the skin next...if you're sure his breed companion is benign, you could put them together for company...
