Chicken Feathers turning White

Probably a month ago, my chickens feathers started turning white like some lice. Unfortunately, I live away from vet so can't consult him or her. I have used anti lice shampoo and

anti lice coopex powder but to no benefit. I have started thinking that problem may be something else. And these white things don't get removed from feathers easily. I am posting pics. Kindly help me out.

Typical poultry lice lay their eggs at the base of feather shafts in clumps.
Thread above seems to indicate it's insect eggs from something else, maybe fowl ticks.
