I have one ”special”- a crossbeak that is getting harassed. She is isolated and alone. I’m considering giving her to a friend- either one with a huge flock (200+), or one with a smaller flock (<12). Would she thrive or have the same problem?

Definitely the small flock. But she would be harassed (at least at first) anywhere.

Generally cross beaked chicks need special individual care, deep feeders and waterers at least, and have a very hard time avoiding malnutrition. If she's smaller or thinner already, moving to another flock will add stress that she doesn't need. She's a 'project bird', so needs anowner willing to do the extra daily care necessary.
Slowly starving and being beaten up isn't good!
