Chicken has off-colored feathers and is losing feathers

My RIR's feathers are turning light tan or cream along it's breastbone and a little bit on it's shoulder and is losing feathers around its throat, any ideas?
I just noticed it today, it's crop feels firm from what I can tell, I haven't changed their food recently, I'll have pics soon
 
When I bought it from tsc it was supposed to have been a rir. I only got heritage breeds.
The diet is a Country Companion 16% layer pellet from a local farm & home store

I think she might be a production rir,they frequently have lighter down coat.
Where'd you get her?
I recommend switching to a higher protein feed, country companion make a HiPro layer that's 20% protein.
Have you already outruled mites?
I think I got it from tsc or Orscheln's, which, I believe also uses Hoover's
I can switch feed if needed, it's what they've been eating for at least a year and half now, and before that it was a different 16%, would it have taken this long if it was a protein deficiency?

16% protein in the absolute minimum amount of protein they need to live and be productive, they won't thrive but most breeds will scrape by.
Certain times of the year, such as molting, they need more.
